Syed Shabbar Raza Rizvi

           Hon’ble Mr. Justice Syed Shabbar Raza Rizvi son of Syed Shakir Raza Rizvi was born on 01-03-1953 at Lahore.  He came from an Agricultural family of Depalpur, Distt. Okara, Pakistan. He is married and has four children, 3 daughters and 1 son.

He obtained degrees, B.A from The Multan University, Multan, LL.B from The Punjab University, Lahore and LL.M. from the London University, London (London School of Economics). Before elevation to the bench he earned a vast experience as a Practicing Lawyer and Law Officer.

He was enrolled as an Advocate in 1980; again enrolled as an Advocate High Court, in 1984. He was issued license of Advocate Supreme Court, in 1996. He mainly worked in areas of Constitutional Law and Criminal Law.

He appeared in a number of famous cases in the above areas. Some are mentioned i.e. Sheikh Rashid Vs. State; Al-Jehad Trust Vs. Federation of Pakistan; Presidential Reference No.1 & 2/1996; Mushtaq Ahmad Mohal Vs. Hon’ble Lahore High Court Lahore; Sardar Farooq Ahmad Leghari & others Vs. Federation of Pakistan; Manzoor Ahmad Wattoo Vs. Govt. of Punjab; Jugnoo Mohsin Vs. I.G.Pakistan; and Zafar Ali Shah Vs. Najam Sethi.

He was appointed as Additional Advocate General, Punjab in 1994 and remained in the said office till 1998. He was also appointed Advocate General, Punjab and occupied the said office from 23-01-2003 to 13-11-2004. He was elevated to the bench while he was the Advocate General, Punjab, on 30-11-2004.

He has written several books and articles on the Constitutional Law of Pakistan, (1) “Commentary on the Constitution of Pakistan”, published in November, 1992; (2) “Fundamental Rights and Judicial Review in Pakistan”, published in June 2000; (3) “Constitutional Law of Pakistan; Text and Analytical Commentary”, published in October 2002; Second Edition of the same book was published in 2004.

His Lordship is also fellow of the Institute of Advance Legal Studies, London. His Lordship is a founder member of SAARC Law Conference at Colombo, 1992. His Lordship has attended a number of Seminars and Workshops, a mention may be made of recent participations i.e. workshop on “Electronic Transaction and Electronic Offences” in June 2004 at Colombo, and “How to Combat International Terrorism” held in November 2004 at Kuala Lumpur.
