Proposed Computerization Plans
Apart from the jobs mentioned in the preceding paragraphs, the following are few projects, which can be implemented in future, subject to availability of funds/resources.
(i) Information Services System
(ii) Document Management System
(iii) Video Link
(iv) Computerization Of Lower Courts
(i) Information Services System
This system shall contain information in the Court registries that is required by legal practitioners. This information will be stored in a computer and made accessible through a specially designed net-work. In civil matters, the lists of orginating processes, execution processes, appeals, and other information required by the court rules to be kept shall be available. In criminal matters, information on charges and bail will be stored. The system shall also provide information on the status of cases such as dates and results of hearings, parties, solicitors, as well as the court diaries. This information system may further be dilated under the title of "Case Law" and "Document Management" in forthcoming paras.
(ii) Document Management System
The document management system project shall be implemented to harness the latest advances in Information Technology (IT) to increase the efficiency, reduce both operating and litigation costs, and enhance the performance of the justice system. This system would enable this Court to issue computerized certified copies of any document, part and parcel of the case-file. This effort would bring this Court closer to paperless system. This would lead to save finance, manpower and office space. This system will also facilitate in managing records, filing and retrieval of judicial documents. Lot of in-convenience presently faced by the litigant public as well as the learned Counsel will be minimized to the greater extent. This will also obviate un-necessary delays which are caused as a result of misplacement of judicial files in the proceedings of the cases. This system will store the scattered information and records and make it available in an integrated form. Apart from this chances of tampering with the judicial record shall also be eliminated. Case file of the pending cases shall remain on-line and those of decided cases shall be transferred to CDs. Judicial files record shall be preserved in this way for years to come.
(iii) Video Link
Video Link may be established between Courts and Prisons. This System can be of great benefit in the expeditious disposal of cases of those prisoners whose exposure to public and appearance before Courts aggravates the Law & Order situation. The traditional/existing way/mode of effecting appearance of prisoners before Courts is quite cumbersome and involves active participation of Police authorities etc. By means of establishing Video Link System evidence of the prisoners/accused persons can be recorded without effecting their physical appearance and simply recording their statements through the said system. Through Video conferencing system Judges and Lawyers would be able to cross-examine the accused etc.
(iv) Computerization Of Lower Courts
Study with regard to computerization of the Lower Courts and Small Cause Courts was made in the beginning of the year. Preliminary report to this effect has already been submitted to the authorities for taking further necessary action in this regard. Funds for the same shall be requisitioned from the Government, separately.
